Nice, thanks, that fixes infinite loop for some cases. However it still
loops with that command:

ffmpeg -y -i test_motion_est.avi -flags +qprd -mbd rd -lmin 1 -mblmin 1
-minrate 10000k -maxrate 10000k -bufsize 3000k -qmin 3 -qmax 6 -b 10000k
-bf 2 test.vob

I know constraining rc too much with qmax, and small bufsize is stupid,
but should it still loops ? -qmax 7 works or bufsize 4500k.
