[FFmpeg-cvslog] vorbisdec: reject rangebits 0 with non-0 partitions

vorbisdec: reject rangebits 0 with non-0 partitions

This causes non-unique elements in floor_setup->data.t1.list, which
makes the stream undecodable according to the specification.
