[FFmpeg-cvslog] avcodec/msmpegenc: Add MSMPEG4EncContext and move ac_stats to it

avcodec/msmpegenc: Add MSMPEG4EncContext and move ac_stats to it

Also avoid the allocation by making it part of the context.
