[FFmpeg-cvslog] avcodec/internal: Move FF_SIGNBIT and ff_log2_run to mathops.h

avcodec/internal: Move FF_SIGNBIT and ff_log2_run to mathops.h

It is a more fitting place for them.
Also move the definition of ff_log2_run to mathtables.c.
