[FFmpeg-cvslog] avcodec/vlc: Pass VLC_MULTI_ELEM directly not by pointer

avcodec/vlc: Pass VLC_MULTI_ELEM directly not by pointer

This makes the code more testable as uninitialized fields are 0
and not random values from the last call
