[FFmpeg-cvslog] avcodec/nvdec: Use RefStruct API for decoder_ref

avcodec/nvdec: Use RefStruct API for decoder_ref

Avoids allocations and error checks as well as the boilerplate
code for creating an AVBuffer with a custom free callback.
Also increases type safety.
