[FFmpeg-cvslog] fftools/ffmpeg_enc: simplify adjust_frame_pts_to_encoder_tb() signature

fftools/ffmpeg_enc: simplify adjust_frame_pts_to_encoder_tb() signature

It does not need an OutputFile and an OutputStream, only the target
timebase and the timestamp offset.
