[FFmpeg-cvslog] avcodec/asvdec: Avoid superfluous VLC structures

avcodec/asvdec: Avoid superfluous VLC structures

Of all these VLCs here, only VLC.table was really used
after init, so use the ff_vlc_init_tables API
to get rid of them.
