[FFmpeg-cvslog] fftools/ffmpeg_dec: stop accesing InputStream.fix_sub_duration

fftools/ffmpeg_dec: stop accesing InputStream.fix_sub_duration

Pass this information to dec_open() instead.

This is a step towards decoupling Decoder and InputStream.
