[FFmpeg-cvslog] avcodec/avcodec: Check sample_rate generically

avcodec/avcodec: Check sample_rate generically
Check that all audio codecs except decoders with the
AV_CODEC_CAP_CHANNEL_CONF flag have a positive sample rate set.
