When I then compiled my app using the pkg-config it failed (worked fine for version 3). Looks like HW acceleration was added in 3.1 which needs these libs and they were not part of the pc file.

HT helps in x264 encoding (+8% faster than without the extra cpu thread), and it helps even more in less simd-optimized tasks (pigz, +21% faster). But it introduces latencies, because for two threads to run 120% compared to one, both have to run at 60%.
