Here some infos about the file format i found on a quick search.

Also it is also referet in combination with 3GPP2 and the ISO base File 
Format. On the page of KDDIs R&D page is a japanese only software for 
Windows and linux wich cann create amc files.

There seems to be some more japanese tolls wich can handle amc(als can 
also handle 3GPP2). A quick search for "amc" in the 3GPP2 File Format 
specification(Format)has no results.
