[Ffmpeg-devel] [patch] h264 qscale type

Hi,

this trivial patch adds another qscale type for H264. The main purpose 
is to allow turning off subsequent deblocking/deringing filters 
automatically when playing H264 content.

I hope I put the one line to the right place :)
