I've been planning to write something like that about encoding for a 
while now...

apiexample.c (as Mans suggested) is a good starting point, or take a 
look at output_example.c if you want to see how to put your codec's 
output in a container (apiexample.c only produces the pure bitstream 
output by the codec).
