[Ffmpeg-devel] [PATCH] Attempt to fix vb_strategy

The current code will allow at most n-1 b-frames if vmax_b_frames=n is
specified, therefore it will never use b frames with
vmax_b_frames=1:vb_strategy=1.

The attached patch seems to work for me.
