[Ffmpeg-devel] Is 0xffff a valid mpeg audio header prefix?

According to the drafts I have 0xffff corresponds to mpeg audio1 layer1 
with protection bit set,
but I can't convince myself that it's not stuffing.
Is it safe to discard such sequences?
