sorry, to download you need a OS, a internet connection and many other parts
to compile you need a C compiler
MSVC + the inttypes "update" will do its no different from some software
needing MS-shit + some service pack or mp3lame for mp3 encoding
you cant expect every application for MS-windows to include all service packs
and maybe even the whole OS ...
we also dont include bash or a whole compiler for the case that the system
lacks a working one (and that is not uncommon on non linux)

well you need a compiler and the needed other dependancies like mp3lame
or zlib, nothing special here its the same with any other lib
and compiler here means MSVC + inttypes.h
