[Ffmpeg-devel] [PATCH] h264 decoder has garbled decoding with hurry_up set to 1

Some h264 video's cause the h264 decoder to produce garbled output if hurry
up is set to 1. If set to 2 or larger it's  better. I'm not sure this is the
correct solution, maybe the lines should be removed entirely as this stuff
is also checked further down.
