I got the samples I have from someone in Australia who did a capture of 
a DVB-T
signal.  I'm not sure of the copyright status on that material so I will have
to check.  AC-3 on DVB is used primarily in Australia.  Since I don't live
there I have to see what I can do in obtaining a sample that I can
redistribute.
