Easy: make the company as attractive to work for as Google.

The quality of the code will only be as good as the quality of the
worst coders.  Some companies/managers have understood this, and offer
good enough salaries to attract competent programmers.  Others hire
whatever they can get for as low salaries as possible.  These latter
ones usually end up in the corporate dustbin after a few years, unless
they manage to hire a few really good marketing persons (or get lucky
with an IBM deal).
