I used trac with success.
It's a simple but complete tool integrating svn, a ticketing system 
(bugs, tasks, etc..), timeline (with rss), a roadmap, a wiki and 
searching capabilities in the whole engine.
It's in python but has full support for mod_fastcgi (or mod_fcgid).

I never used roudup.
