The problem is that it needs to be present for external software to use 
FFmpeg, or they'll all have to define EXPORTED by themselves (and might 
define it wrong).

There doesn't seem to be a single header that is included by everything before 
any other header, included external software, and that is the biggest problem 
on this. I don't like it myself either, I would have avoided it as much as 
you.
