[Ffmpeg-devel] FLV to H.263 or related format

Hi,
I want to convert FLV to H.263 or related format under
embedded platform since it doesn't support decoding
FLV format.
does it complicate for the conversion?
is it possible for just writing about 300 lines' code
for this feature without using any other decode
library?
If so, how to implement this feature?
