[Ffmpeg-devel] [BUG] Ratecontrol does not check for failure of ff_eval

Hi,

The ratecontrol code does not check for or handle failure of ff_eval.
This results in FFmpeg outputting an assertion failure, because q has an
illegal value (I think it was q<=0).
