Build system stuff is mostly OK, I think this patch will take multiple
iterations anyway, so it's not a pressing issue.  I'll try to come up
with a clean solution for handling alternative decoders through
configure.

Please fix the license header and remove all trailing whitespace from
ac3_decoder.c.
