[FFmpeg-devel] [RFC] nonrecursive tests

Mans, continuing from LinuxTag, here is my merge of tests/Makefile into
the top-level Makefile.  I've left the boring parts out of the patch,
tests/Makefile is removed and the ref-files get a ton of tests/ path
prefixes.  An alternative would be to use 'include tests/Makefile'.
Here is the diffstat:
