the substeps are:
- decoder
 - implement the wavelets used
 - gradually implement the parser
   - per subunit type
 - optimize
- encoder
 - same.

(Obviously snow is in the same situation as nut...)

Another task could be modularizing h264, make it threaded, optimize the
C code a bit more.
