To simplify this a bit you can merge

ppc/h264_altivec.o: CFLAGS+= $(ALTIVECFLAGS) 
ppc/snow_altivec.o: CFLAGS+= $(ALTIVECFLAGS) 
ppc/vc1dsp_altivec.o: CFLAGS+= $(ALTIVECFLAGS) 

into

ppc/h264_altivec.o ppc/snow_altivec.o ppc/vc1dsp_altivec.o: CFLAGS+= $(ALTIVECFLAGS)
