[Ffmpeg-devel] AC-3 maintainance

Hi,

Would it be okay if I take maintainership of AC-3?  I have some good
ideas for improvements.  I'll also be able to maintain the decoder once
it is merged.

Two things which I have already tried out, to great success, are
utilizing the split bit allocation and an improved bit allocation search
method, which I wrote for the Aften AC-3 encoder.  The two changes
together increase the encoding speed for me by about 30% to 35%
depending on the audio characteristics and number of channels.
