As far as "kinda solutions" go, you could get as good as subversion gives you 
by simply making two repositories - one for ffmpeg and one for libswscale, 
but you'd keep the working copy of libswscale in a subdirectory of the ffmpeg 
working directory.  There would be no connection between the two, but 
svn:externals isn't a strong link anyway.

I suppose it is slightly less convenient because you would have to run a 
checkout for ffmpeg and a checkout for libswscale, but it's not overly 
taxing.
