[FFmpeg-devel] x264 scale and tile

I am trying to find someone who is willing to contract program to help me
with a problem. What I am trying to do is to create a quick and dirty
framework that will take 4 file or socket H.264 CIF video files/feeds
decompress, scale them from CIF to QCIF, arrange them as a 2x2 tiled grid
forming 1 CIF feed, encode H.264 1.2 CIF and to output file or socket.
