[FFmpeg-devel] Bitrate control parameters documentation extension

Hi,

I experienced many users tend to misunderstand the meaning of the -bt
(bitrate tolerance) ffmpeg parameter, so this patch, based on a reply
of Michael on ffmpeg-user (thanks Michael :-)), try to explain more
extensively its meaning.
