[FFmpeg-devel] Documentation: ffserver

The ffserver documentation is only moderately helpful,
and possibly totally out of date.

Suggest the following revisions, at least:

1) ffserver setups for various situations

2) some explanation of how it works

3) tuning the connection(s), and automating.
