There are plenty of them. The player in my car is one. Also afaik FLV
players require mp3 and will not accept mp2, meaning there's no way to
create FLV with audio using ffmpeg unless you have lame...

Also this wasn't my intent, but the patent-troll aspect is also an
interesting practical side to consider. It might end up being like the
libungif situation..
