Thanks Jony.
I tried building ffmpeg using my cygwin setup, but its giving "Endian
Test Failed". I don't know how to overcome this exception.
Can you please help me in this regard? Can you share me a location to
get the proper cygwin?

Hi,

ffserver currently relies on much Unix functionality which is not 
provided by mingw.

For Unix functionality under Windows, try cygwin.
