Okay, ever so slowly, I understand the issue. FFmpeg's FLV encoder needs
to allow a broader range of playback frequencies -- all that are allowed
in MP3 proper -- if the encoding format in MP3, while enforcing the
fundamental frequencies for formats like PCM and ADPCM.

I'll leave the implementation details as an exercise for others...
