cat file1 file2 > file3
should work with mpeg-ps/ts/ and raw, and that can contain mpeg-1/2/4
H261,H263,H264
such res changes though may or may not be allowed by the standards and
it likely will cause ffmpeg to blow up but the decoder should be able
to handle it. And as long as some scale filter removes the res change
ffmpeg should have no problem either ...
