Hi, the attached patch adds support for configure cpu flag "c3-2",
which is the gcc flag i'm using compiling for a VIA Nehemiah cpu.

It is added in the targets that support cmov, /proc/cpuinfo output:

Tested with an app that uses ffmpeg for video conversion, if more
testing is needed please tell me as soon as possible because i don't
know for how much time i will have the hardware.
