As Michael suggested recently, MAX_STREAMS should be totally removed
(ie. allocate streams dynamically).
Thus, I think this patch goes in the wrong direction.
If you want to make sure that Matroska won't overflow MAX_STREAMS,
then better implement dynamic streams allocation.
