Yes, but voting does not stop people from disscussing and finding a
"mutually acceptable solution". It just ensures that the actual decission
after discussion is based on a verifyable and solid base. Not on a single
persons feeling  (be that root or me) of what is the consensus.

Also debians voting system always has a "further dissussion" option
so if no "mutually acceptable solution" is found then the vote wont
lead to a "fuck the rest", This can be ensured further by using majority
requirements (that is how many people have to prefer "further dissussion"
over an option for it to be dropped, its like a veto possibility)
