That doesn't work.  I then get

$ mingw32-make.exe dllinfo.o
mingw32-make: *** No rule to make target `version.h', needed by 
`dllinfo.o'.

I also tried changing the #include line to include '../version.h' but 
then I just get a

No rule to make target `../version.h', needed by `dllinfo.o'.
