This is an upstream issue. It affects all Linux/MIPS systems.

Not easily, since I don't own any mips machines. I however do have ssh
access to debian developer machines. Not sure if the numbers there would
be representative then.
Is there some howto/recommendation how to properly create a
representative benchmark here?

Well, AFAIUI it is currently a choice between totally unusable and a
working shared libavcodec.
