I'd like to resurrect this thread, because I find it sad to only fail on 
seek tests because of this, and yes Im building ffmpeg on MinGW, and if 
possible I'd like to provide an official build of FFmpeg on windows.

Besides, AV_NOPTS_VALUE is distinct and special and has no reason to be 
blindly used like it is in current code IMHO.

I think the patch is reasonable, and this big negative number has no 
meaning even for some devs ;)
