[FFmpeg-devel] [PATCH] Factorize declaration for put_bits()

Hi,

currently put_bits is declared two times, one time for each variant,
since I would like to document it just one time, I'm factorizing the
declaration.

This is also slightly less confusing, especially at first reading,
since the reader doens't see the same function declared two times.
