Good question, I asked that myself. Originally it wasn't separate, I
only did that because Michael suggested it. The answer I got from
Diego was:

> 1) Smaller patches are quicker to get reviewed and applied.
> 2) We try to support a modular build as much as possible.

As far as I know it's not useful to any other codec.
