OK, ok, let's remove that last part, that was a bad one.

As for the voting for non-committers who contribute regularly... I'm
not sure. Can't think of anyone from the top of my head, just didn't
want to make it too strict. I think I agree in essence, SVN access is
easier to confirm than anything else. Let's go with that then?
