My impression is that the issue is solved, but I'd like to commit your 
1) proposal anyway: it only modifies rtpenc.c and sdp.c, it does not 
require modifications in the applications, and it improves DSS support a 
little bit.

If noone is against it, I'll commit it in the next days (probably after 
Christmas).
