FWIW, I used... forward struct declaration in my vaapi_internal.h ;-)
e.g.
struct MpegEncContext;
struct H264Context;
/* MPEG-2 */
int ff_vaapi_mpeg2_field_start(struct MpegEncContext *s);
[...]
It seems other headers do the same.
