I hadn't seen Justin's patch.  He's got it the muxer mostly right -- except
he should let the encoder set avctx->extradata and use it for the speex
header packet if it's there.

For background, we need speex encoding in Xuggler, and the patches I
submitted are the ones we use.  Starting in Xuggler 3.1 we've added the
ability to patch FFmpeg dynamically instead of waiting for changes to be
adopted in the mainline, but we're submitting all of our fixes back (hence
all the patches this week).

If/when Justin or someone else adds speex encoding to FFmpeg on trunk, we'll
switch to it, or I'm happy to accept comments on our patch and get it to the
point where it can be added to mainline.  And/or Justin, feel free to
contact me and we can work on a combined patch.
