Done, I think, unless you know of other places which should be updated.
Also, the last changelog references a minor of 34, though the header has
32, so I bumped it to 35...

make checkheaders breaks somewhere else BTW (missing va.h).

I suspect it's an unconscious bias, but it might help to move:
@section Development Policy, @section Submitting patches and friends
to a CONTRIBUTING or HACKING file in the main directory. Or mention it
specifically in the README.
